Why don't districts hire teachers to be full-time subs to decrease sub shortage?

I'm on the school board and we went virtual not because kids have covid but because we are extremely short-staffed. We do not have enough subs in a normal year and about half that many this year. I have asked around about hiring 10-15 full time-subs with benefits and treated like a normal teacher and have been told that's a terrible idea. In a normal year we need about 20 subs per day. During covid we've needed an average of 35 subs per day and get about 12 subs.

I asked a teacher I know and she said because everyone would apply for that job due to not having to lesson plan. But I don't think that's a bad thing. It's just a different job.

Is my idea crazy or should I keep after it?
