Help, I’m trying to move schools but I can’t manage to.

This is my last resort. I got into an amazing higschool this summer! I was so happy, it was the high school I wish to go for so long! But with the pandemic did not help, and soon, the teacher start the railing, you were in conflict with authorities, The headmasters of the highschool changed three times now, its just total chaos, and I want to move to another one. I managed to get a place in another good high school between semesters, but the problem is, I cannot get the principal to sign the documents needed to move! We’ve been trying for months, they just won’t keep their administrative meetings, and there are just periods of time when we don’t have a principal, like right now! If this goes on for any longer, I will lose my spot in the other highschool, and be stuck in this chaos till summer! We’ve been calling them every single day ever since the semester started. They promised they were going to fix everything this week, but then the principal left again, and once again there’s nothing we can do. Also due to some issues my student ID is STILL NOT VALIDATED. We are trying so hard but we are out of ideas. Please help. TLDR: I’m trying to move highschools but we don’t have a principal to sign the transfer papers
