I don't know what is being taught in elementary school or junior high now. I am only basing it on what I was taught. I only learned this concept in high school.
Personally I think the concept of measurement error/uncertainty is one of the fundamentals of science, and I think learning about it really helps you understand the scientific method on a practical level, even basic science fairs sometimes have you doing simple calculations with your measurements like finding the average which you need to know about measurement error to properly do.
I think it would make the harder sciences you learn in high school and college easier to learn if sig figs was taught earlier.
