Which would be the better option?

Hello All,

I am a Canadian and I want to get a BSc Computer Science degree. My previous degree was in BSc chemical engineering. I have the option of going to these two universities:

(1) University of Ottawa (81 credits for another BSc Computer Science degree) - will take 4 years with coop. World rank - 202

(2) Oregon State Post Bacc Computer Science Degree -online (60 credits to complete for BSc CS degree)-will take 1.5-2 years full time. World rank - 270 (but more better known in US)

Out of these 2 which would be the better option? Ideally, I would like to work in the US as a Canadian through the TN or H1B visa.
