PE teachers, how many students actively participate on a regular day? What might keep people from participating and what are some ways to increase student involvement?

For example, make the situation less intimidating for shy students, provide different options for workouts, bring in volunteers or paid co-teachers, etc ? I’d love to hear your thoughts.
